FOR SUPPLEMENTARY POSTAL SERVICES
SECTION І
GENERAL PROVISIONS
1. These tariffs are used by all postal service establishments of Ukrainian State Enterprise of Posts (USEP) “Ukrposhta” that provide services to clients.
2. The tariffs for supplementary services are set without taking into account value added tax that is collected additionally according to “Value Added Tax Law” of Ukraine.
3. Affiliated branches of the Enterprise, after receiving permission of USEP “Ukrposhta”, have the right to reduce tariffs for supplementary postal services up to 20% but no less than their operational cost value.
4. The costs of forms used for providing the postal services are included in the tariffs for these services.
5. Customers' payment for postal services destined to foreign countries is carried out in national currency of Ukraine. The amount of payment shall be determined in accordance with rate of exchange of hryvnia (UAH) to foreign currency that is set by the National Bank of Ukraine at the moment of providing a service.
6. For returning or forwarding to a new address within the borders of Ukraine of the recorded delivery postal items, except registered ones, from the senders (addressees) the payment is taken for weight of the item according to the tariffs in force.
7. Redirecting to a new address within the borders of Ukraine of an international postal items, postal money orders (according to application of a sender or an addressee) is made in accordance with tariffs depending on the type of the postal item, way of its conveyance and the destination country (within the borders of Ukraine according to domestic mail tariffs; at the same time redirecting of international small packets is made according to tariffs for transmission of registered wrappers within Ukraine, Section II, Articles 3, 4 of the Marginal Universal Postal Service Tariffs).
8. Tariffs of Articles 4, 5, Section II are used only in case Agreement on transmission of national published items is initiated between postal enterprise (branches and separate subdivisions) and publishers of these items.
9. For the cost of cancellation and readdressing of subscription: according to subscriber’s application – subscriber pays; according to publisher’s application, and unissued published items – publisher pays.
10. Tariffs for location of advertisement at Ukrainian postal facilities, “Poshtovyi visnyk” newspaper, for delivery of direct mail and/or information products, do not include publications (foundings) according to the part 2 Article 9 of Law of Ukraine on “State Support of Mass Media and Social Protections of Journalists”
11. Advertiser of joint projects is a business unit, which provides services or sells its or other enterprises’ products through USEP “Ukrposhta” network (services are provided on the basis of agent agreements according to Register of services ratified by USEP “Ukrposhta” decree), sells products via post according to the Decree of the Ministry of Economy of Ukraine “On approval of regulations for mail order business” of 11.06.2008 No. 206/699 and/or is committed to provide settlement in the amount of 500 000 UAH (with VAT) for advertisement positioning (own or third person’s) at postal facilities within 24 calendar months from the date of the agreement conclusion.
12. Written application (reference) can be accepted on the basis of articles 121-123 of Rules of postal services provision ratified by decree № 270 of March 5th, 2010 of the Cabinet of Ministers of Ukraine.

2 For sending e-mails fees are charged on the basis of ratified tariffs, but it should not exceed 10,80 UAH (without cost of a postcard).

4 Minimum cost of advertisement positioning at postal facilities (besides location on corporate counters) according to every payment the order is 5000 UAH (with VAT) on USEP “Ukrposhta” level.
5 Depending on the number of advertisement in “Poshtovyi visnyk” newspaper the level of tariff decreases: four advertisements – 5%; eight advertisements – 10%; twelve advertisements – 15%.
